COLMAN, author of State and Local Government and Public-Private Partnerships: A Policy Issues Handbook (Greenwood Press, 1989), an award-winning academic reference book, has written at length on public policy issues and government management. Formerly, he was executive director of the Advisory Commission on Intergovernmental Relations.
