All while the FBI is secretly investigating a serial killer which is unknown to the Sheriff and general public. The FBI investigators have been asked by the CIA to hold off on the investigation until they complete some secret operation. While Vicky Donahue is also trying to figure out the identity of the killer and have the innocent man who was arrested released from jail, Vicky has accepted she has made mistakes and has come to terms with what needs to occur for justice to be served. Vicky and the Sheriff finally meet in the most unlikely place and build a friendship that leads to future investigations, which are noted in the upcoming sequel.
