Their almost identical subsoil wealth, with a variety of coveted minerals, the exuberance of their flora and fauna, without forgetting the immense fishing wealth that characterizes both of them.The paradox is striking!Several development plans have already been elaborated, but without the slightest realization; and this simply because of the lack of sufficient financial resources.In this book, the author proposes a concrete strategy for development by self-financing of the provinces through the theory of "economic fission" and the creation of public enterprises.
